Independent peer review – Pre-feasibility study

Summary

EEM conducted an expert review of the community relations in a pre-feasibility study of a multi-billion dollar chromite mining project located in proximity to several First Nations communities in the Ring of Fire Region in Ontario.

Approach and Solution

  • Reviewed the minimum standard for completion of a project pre-feasibility study as part of the company’s Capital Investment System (CIS)
  • Reviewed all relevant study sections related to community relations including: government and community relations, legal approvals and permits, human resources, procurement, costs and risks.
  • Reviewed all relevant legislation related to community relations and land-use planning in the province of Ontario’s Far North.
  • Reviewed all relevant legislation related to community relations and land-use planning in the province of Ontario’s Far North.
  • Conducted a social-media scan to assess key stakeholders and issues.
  • Participated in a one-week Independent Peer Review interviewing members of the pre-feasibility study team to evaluate community relations planning and the assessment of community relations risk.
  • Delivered a report noting non-compliances with the CIS, assessing risks and providing recommendations for strengthening community relations planning.

Results

The two project risks rated critical were in the area of community relations and permitting. The expert review helped ensure that the company was effectively assessing community relations risks, legislative requirements and implementing a clear long-term plan to build strong, long-term relationships with aboriginal communities impacted by the project.
